Stitch Pattern Notes:
SKP = Slip the next stitch, Knit 1, Pass the slipped stitch over the stitch that you just knit.
[ ] = Work the specified stitches between the brackets as many times as directed - in this instance, 4 times
Row 1 and all Odd Rows (Wrong Side) Purl
Rows 2-4-6-8: K1*K8,[YO,SKP] four times, rep from * to end
Rows 10-12-14-16: K1*[YO,SKP] four times, K8, rep from * to end
Repeat these 16 Rows for pattern

You don't have instructions listed for row 1 and the odd rows - all it says is that they're the wrong side.
